@TrueArmoAxchik more like hair texture counts, because dark skined people usuelly have thicker hair then light skined. And for dark skined people it’s harder to dye the hair and also light hair will look better on light skin as well!

not if you use unred additive (removes orange/red from your hair) while you bleach it, then it’ll be bright blonde… then all you do is add the blue dye to your hair and it will be bright blue.. not all bleach makes dark brown hair orange or red with the right amount and right additives, worst case scenario you just bleach it twice to get all of the color out of it so that it will be light enough to become bright blue.
